Should a bug report be submitted when it is an actual Bug?

Things that keep me up at night;  Why do we use a voice communication device to send telegraphs? Moore's Law should state, Once you have paid off the last PC upgrade you will need another.

Yeah the bug only shows when you set graphics to medium or low, so the quality goes to crap. But I took the screenshot yesterday.

First time I saw that thing it popped up in my screen. There is a graphics bug with the bug in a mining mission so that is isn't always visible. I have checked on it in a long time but when I did a bug report CCP could not replicate the issue.

I encountered that "bug" a long time ago. I tried to explain it to my space friends but they just laughed at me. Well, who's laughing now former space friends!?! DIE DIE DIE!!!!!
