This seems like a good idea. It could go along with an expansion where they also consider other intelligence changes (perhaps some in nullsec).

I think it's a small feature (unlike, for example, fitting tools) and separate application for it will be overkill

There also might be alternative implementation of this idea.

Instead of announcing events in militia chat (which can be seen by some players as distracting spam), there might be added another tab to Faction Warfare window with list of last 10/15/20 events of warzone with timestamps. When any events happen, FW window icon on Neocom will begin to blink.
New events' messages (which are seen by player for the first time) may be distinguished somehow - like different color or font settings.

Seems like a simple thing, I'm almost surprised this doesn't exist already. I wonder if there's any issues with cross server communication in designing this though. Routing events from the server that handles FW systems statuses (this may be on the main server) to the chat server may have complications.
