WTB PVP toon 50m+ SP, 25b ish budget

Good evening all,

I would like to add a new pvp toon to my account set. Here is what I am looking for:

Idea No industry, or less than 1m SP if at all possible.
Idea Armor and shields skilled at least to 4. L5 is desired.
Idea Can fly subcap ONLY, no carriers, etc.
Idea That being said I would like to see the toon to fly racial, BS, BC, Cruiser, Frig, HAC, HIC, AF.
Idea Both Gnnery and Missiles skilled to T2 lg for Guns and Missile spec each on LM, HM, HAM, CM and Torps.
Idea No need for T3 or Command boats, etc.
