Hello, I'm frankly to EVE, and would like your fit recommendations on
the Navy Issue Drake and Navy Issue Raven. I intend to use it for PVP on ships of smaller or equal force.

frankly neither is well suited for pvp and is more likely to end up as an expensive loss mail.

QFT
both these ships are poor PVP ships. The navy drake might have some very niche uses for PVP and i see no use at all for a navy raven in PVP. The navy raven is an awesome PVE boat though.
If you are new to eve and have isk to burn i suggest you do the following.

1. Work out where you want to live.
eg high sec wardeccing or RvB
low sec fleet war or pirate
null sec pvp or sov warfare.

2. Join a corp that already does what you want to do and is willing to teach.

3. Start out flying frigs (including inties (both combat and fleet types), assualt frigs and electronic attack frigs) and maybe some T1 cruisers. Learn , listen and accept your losses.

4. Don't ever ask the FC if you can bring your drake.

5. Until you have hundreds of solo kills don't even bother explaining to people that your special snowflake fit/ ideas mean that either of these ships are good. Many have tried before and all have been shown to be wrong.

Money at its root is a form of rationing. When the richest 85 people have as much wealth as the poorest 3.5 billion (50% of humanity) it is clear where the source of poverty is. http://www.theguardian.com/commentisfree/2014/jan/20/trickle-down-economics-broken-promise-richest-85

Hmm, I could see a Navy drake going apeshit crazy with the old rapid light missile launchers but with the new modules that is no option anymore.

So.. no, the have no special benefits that make them superior to their T1 counterparts because the main benefit of the raven or drake are missing in their faction variants: They are cheap.
