Through conversations I've had personally with C2 dwellers, the biggest reason they stay in 'low end' wormholes is fear of invasion/eviction. A lot of the corps are mixed industrial/pvp and have a fear losing it all because how they view the c5/c6 groups. And the view they get comes from the louder groups that constantly threaten these kinds of activities regularly.

Higher class WHs will stay rather barren, though there are a few new faces, until that fear of the other groups is extinguished.

I know there is a lot of c2 groups that love PvP but the fear of being pushed out still exists. We make wormholes what they are, until we change how we do things there really won't be much movement amongst the higher classes of WSpace. Adding another higher class won't promote anyone but the current c5/c6 groups to move.

Our corp started in a C2 and we eventually moved up to a C6... Surely we can't be the only people that have done this?!

We started in a C3 and moved up as well. The mind set to move up is, in my opinion, pretty rare. There is always exceptions, but the fact that the state of WSpace lies in the people living in WSpace remains true.

I don't think the rarity of ambitiously groups moving to higher classes is a bad thing. If 2% of the C2 population moved to C6 space, they would fill every C6 system.
