The asteroid belts did not respawn after downtime. They're exactly as left before DT.

I do know that by the lunch entire systems will be stripped where I live. Damn those multiboxers, sometimes they leave scraps, but not always.

As for now? Two belts belts that were there yesterday are still there. But the last belt in the row is 100% gone.

Maybe CCP respawned the belts, but someone got to them after downtime with an army of alts.
