From my understanding, "VIP mode" is a "live testing" mode for the server, where the CCP QA team can test that everything deployed properly before opening the proverbial gates. As such, you probably have to be a CCP employee to get access.

To enter VIP mode, you have to be a Very Important Person.

Being self-important just isn't enough.
