Is it possible to stay cloaked in a bubble ? Or to warp in a bubble cloaked while in cov ops ?

Yes the bubble itself does not decloak. Because of the cov ops low mass they sometimes even stay outside the bubble when they land.

Note that the centre of the bubble will decloak you. It's either an interdiction probe or an anchorable (mobiles). Just saying :)

It knows what you think.

If there's more than half a dozen, petition it and you'll be reimbursed. Jetting more than half a dozen cans in a bubble is a bannable offense for artificially inducing lag when landing on grid. If it's unintentional, there's no ban, but will still be reimbursement.

False. It is only an exploit if it is proven that you are trying to artificially induce lag

6 cans will not induce a huge amount of lag.

Cans/Shuttles/drones to decloak =/= exploit.

And a sudden plunge in the sullen swell. Ten fathoms deep on the road to hell.
