I haven't been able to find the answer online, so why do dreads use Meta 4 guns instead of T2 guns?

Because dread meta 4 guns have better stats than the T2 guns. Look up the items in game and compare the stats, you'll see.

Non-trollish answer: T2 capital "extra large" guns and missile/torpedo ("Citadel") launchers do not exist in-game, only meta0 and their meta2 variant. As far as I can tell, there are no meta4 capital-sized guns in the game yet either.
