That is a question being put to the test in the Dust 514 side of New Eden.
Either this is a very clever market scam or the guy is just being downright evil.
And this all appears to have the blessing of CCP's Community Manager.

Mr. Ridgeson, came up with 'two' particularly ingenious challenges that I wished to feature on their own merits. Depending on whether you're a betting merc, the trade off in SP and equipment may be worth these prizes. However, this may be the burden of your spoils in the eyes of the general community. Proceed with caution as you collect tears.

Name: Corporate Wallet Theft

-For 20 reward tickets (separate from capped purchase tickets), you must conduct an 'unauthorized' transfer of 50 Million ISK into the Dust Challenge Lottery.
*The first person to claim this challenge receives 5 tickets per every additional 50 Million ISK.
*Subsequent claims on this contract receive 4 tickets per every additional 50 Million ISK.

-Redeem contract: To claim the challenge you must provide a screenshot or video of the transaction window. Plus, either video, audio, and screen capture of the response of a verified CEO, director, or auditor for that corporation.

-Additional Points: The corporation must contain a minimum of 10 members and be at least 30 full days old. Yes, I'm going to make it a tad more difficult on you shell corp launders Big smile. Dustboard and other investigative methods will be utilized before authorization of ticket payment. You may still create shell corporation, however, there is a 'cooling off period.'

Officer weapons are much more common in Dust than in EVE. You get them as random loot simply for doing a normal match sometimes.

Correct. Still, what are your thoughts on the idea being presented with the lottery?

"You have a chance to buy my lottery, if you suicide with your rare gear." Basically what's being said.

Given on my dust character I have some officer weapons and don't ever use them, it's pretty cheap really.

I think what so interesting about the idea is that a player market hasn't been released yet for Dust 514. The new EP has talked about this being a priority (six months or less.) What the lottery organizer might be doing is simple market economics. Reduce supply to increase latter demand.

The Dust community really value Thales Sniper Riffles, and this lottery challenge is aimed directly at these weapons, providing the highest payout for their scrapping.

Thale sniper rifles aren't as valued as you think.
They are 'valued' for random games because you can sit back and snipe with them and get pretend scores. Basically you achieve some kills, but don't actually help your team win the game normally.

What would you say takes the spot as a highly valued Officer Weapon. Wolfman Scrambler Pistols, Kirn's Assault Riffles?

I'm not sure, but I would point out there is a DUST subform and you'd probably get more relevant responses if you used it.

I wasn't getting particularly much response from that Subform on a similar topic.
So I will restate the premise in the context of EVE. This is a point applicable to general discussion.

No...but I'd sell my "collectors" ships to unclutter my hangar.

It's a scam. I seriously doubt the pot is up to 50 trillion isk.

This is a question Erotica 1 asks and answers all the time in Eve.

50 Trillion ISK? It's appears Jita bait and switch scams work very well on you. There is a difference between commas and points.

The things is the way he is structuring it is that player you take the plunge on these difficult challenges could buy they lottery. There is also a challenge for betraying your corporation and another for taking pictures of the corporate hierarchy.

-[Challenge 3] Betray your Corporation for great prizes!
-[Challenge 4 & 5] Breaking your non-disclosure agreement
