The problem with diminishing is that as you close on fully diminished, diminished reps beats diminished guns, or diminished guns beats diminished reps, and will always do so, and that is kind of meh predictable outcome that is even more boring than current.

Diminished guns should beat diminished reps of the same order & number & skills. To create destruction. But because it will be slow, you have a lot more time to attempt to break tackle, you can try burst overheating reps to make them think you can hold reps even when you can't. A lot more time to reposition.
In short, a lot more time to try things. Vs the one/two volleys you are dead now current large fleet meta.

Obviously it would have to be scaled by class. Since if you base it off Sig size certain races gain advantage and links give massive advantage over non links.

RR was really about trying to provide some form of scaling above local reps, since local reps simply can't scale as fleet scales. And that's not a bad thing, just a thing.

Nerfing remote repair would only ruin small gangs... The small gangs will repair less, the large gangs will still just instapop any ship that gets primaried. So please leave this well working feature as it is!

If you read the op small gangs would not be affected.

Just a wild idea I got while reading the thread (about 2-3 minutes ago - the time it took me to write this thing):
What if the people who are not being targeted/shot at would get some bonus since they can aim and shoot 'taking their time' without worrying about being hurt? If that bonus was for example +20% more damage, would that give a reason to shoot at lots of targets, instead of just shooting at Primary/Secondary?
