5 second increase to decay time of all scattered containers.

As far as the "5 second increase to decay time of all scattered containers.", does this increase or decrease the time that scattered containers are available to loot? At first glance, it seems that it makes scattered containers last longer, but the explanation is confusing. It might mean that scattered containers decay faster. Does anybody have a definitive answer?

Each can stays around 5 seconds longer.
