Is there a way to exchange Caldari Navy LP for Concord LP?

Not directly. But you can always do it indirectly, via ISK.
You know, as in, buy stuff from CN LPshop, sell for ISK, buy from the market stuff that comes from the CONCORD LPshop.

You could also try and find somebody with CONCORD LP who wants Caldari LP Store items and organize a direct trade of specific LP store items. This would allow you and the other person to get exactly the items they wanted without dealing with the market but there's no good way to locate such a second party unless they stumble across this thread.

Yes, trade. Best ask in corp or alliance channel. There are usually enough people who do nothing with their LP and are willing to make you a good deal.
