1. Where ever you like. Just understand that as a new player you will find yourself outgunned often. Also, lowsec is better because of no CONCORD. Though you can also start ganking miners in hisec with a dessie (specially those who did pay CODE their permit fee).

2. That is not a black & white answer question as a lot of things depend on it. Like fit and player knowledge about what they are doing.

3. Either way can be done. Go for ransom or plain killing...it is up to you.

4. There are lowsec markets but be prepared to pay more then in highsec. You can also quickly train an on account alt to do the hauling for you.

You can pirate anywhere, if you're in highsec you can bait people into engaging you without Concord ruining your day or suicide gank them for lols which involves losing your ship. Awoxing is another possibility, it involves infiltrating a player corp, and then killing them, Concord won't interfere because shooting corpmates is allowed and you can often demand money to leave (if you're doing this, don't dock up, log off in space so that they can't kick you from corp Disclaimer : This used to be the case AFAIK, it may not be now)

As you're currently in frigates, mission invasions are a good start, use probes to scan down people in similar class ships and then invade their mission, steal from the wrecks and hope that they engage you, you'll get suspect flagged for this which means anyone can shoot at you, including the mission runner, but most uninvolved parties won't bother.

Generally you'll need friends so my best advice would be to find like minded folks who can show you how it's done and help you along. Belligerent Undesirables and The New Order are the first people to come to mind for highsec shenanigans.

In lowsec or nullsec anybody is fair game with no Concord interference, watch out for gate guns, station guns and most importantly other pirates.

See above, although you can take on much bigger ships in a frigate because they'll have trouble hitting you, stick to the small stuff until you have some experience and knowledge of game mechanics. Ransoms are up to you, honouring them or not is entirely your choice.

Highsec is never out of bounds, once your sec status gets too low you'll be chased by the faction police, if you use small fast ships they can be outrun, other people can freely shoot at you, but they often don't bother. Concord don't give a damn about your sec status, they'll only engage you when you gain a criminal flag (not the same as a suspect flag).

For purchasing and moving ships etc, use one of your 3 character slots to do your logistics, or buy the ships and use a courier service such as PushX or Red Frog to move them for you.

Highsec has more targets for piracy than any other type of space.

The best way is to weasel your way into the target's corporation, then you can legally hunt them down and blow them up.

To clarify Jonahs point.

A corp can only kick you if;

a. You are docked in a station.
b. You are offline.

These restrictions are in place for the same mechanics (Free corpmember on corpmember shooting). Otherwise people will just kick you during the initial shooting to get CONCORD's assistance.

So if you want to ransom a corp, stay in space and stay logged in as long as possible (maybe go to bed and leave EVE running).

I have always hated that rule, a ceo should be able to kick anytime for any reason. n/m the pirate part, I get annoyed that you can't kick if they have a certin level of shares.. gods that was annoying. anyway /rant

It is possible to kick someone even if they have shares in a corporation.
Granted its a bit more of a hassle since you need to vote to remove said person, but if the person in question is inactive he wont vote obviously and thus it does not matter how many shares they have, and if your the CEO you can just create more shares to make sure you have the majority of the shares, thus winning the vote no matter what.

You cannot evade concord. In the past you were able to and it was considered an exploit so CCP would have a word. Now it shuts down your warp for concord to kill you.

1. Get comfy with your directional scanner, and figure out how to make it track. Combine that with the angle slider and tadaa: instant 5 degree scans on selected celestials. Use this technique to single out targets. Engage when you think you can beat the ratter you just spotted. Be carefull though: he might have the same idea and give you a tough fight!

2. PI haulers in lowsec make stops on customs offices and Blockade Runners will need to decloak in order to grab their goods. Use this to your advantage by scanning down offices in lowsec in fast-warping frigates. You will possibly require more then 1 warp scrambler to catch warp-stabbed targets. This is a ton of fun with friends. Make sure you have an Industrial ship handy to scoop loot. You can ship up, but catching targets will become harder. Chewing through their tank will be easier though.

3. Ransoming ships is one of the hardest things there is. Basicly you need to entirely disable it without destroying it, and showing you are capable of destroying it easily if the mark doesn't pay up. This is easier with ships that have no defensive capabilities. If you manage to scram a pod, you might ransom it because of it's implants.

4. You can ransom a POS by starting to declaw it (incapacitating its defenses) and demanding money as soon as someone of the owning corp shows up. Be creative, bump the price every 10% of the POS shields. You have to be very careful the mark doesn't lead you on and organizes a defense while stalling you!

5. Scan down DED sites / anomalies and kill the ratters inside. Some of them use hilariously expensive PVE fits and blowing them up for the KM is usually more rewarding then ransoming.

Scan down explorers, ignore them but steal the can the important drops are in.
