I get similar behavior to this all the time on patch days with eve.
My problem is that whenever eve fails to patch, for whatever reason, it corrupts the file ownership. You have to take ownership of the install location by force so that you can change the files in the eve install folder. Then reboot. Then use the repair tool. Or patch normally. Either works at this point for me. But for your case I'd recommend the repair tool.
Only ever happens with eve. No idea why.

The fact that this issue seems to be localised to you, would suggest that it is localised to your PC. You may think you are some bigshot IT guy, but you may be overlooking something simple which someone else here may be able to suggest and get you back on track to flying spaceships.

Hate to burst your bubble Paul but it is not just this player experiencing issues like this. There are a whole slew of players that either the installer or the launcher is borked. This is a KNOWN issue it is just not one they care to fix.

Yes, I am one of the ones that has the launchers issue and yes I have supplied CCP with all the info they have asked for and they are clueless.

I agree with the OP that giving you all, the normal player base, info that you are asking for is not needed as you can not access the game code for a possible fix. You can not fix what CCP has broken.

First off, I don't care what you people think you will do or try to do to me in the game. Oh noes, someone will try and kill my ship? gasp. Do what you think you can or must do. You don't bother me nor do I care. OK, so moving on.

Scrolled past the last 10 or so posts, after reading what a couple of people suggested which I'm about to try. I didn't flush the dns yet, but yes I ran the exe bin file that got me in a couple of times, and that was yesterday, so I got to fill my ques back up on my accts.

However, that no longer worked as of a hour ago, now it said oh there is updates, and it wont me past that, it just closes eve, opens the update, which does all this stuff. And then opens the launcher, and nothing.
Same thing. It don't matter if I sign in or not, it just sits there. I try to run the repair tool from the launcher again, and even from the folder, nothing, it fails 4 seconds in.

Now, I'm gonna go back read the rest of the posts, and try anything else that was posted. Also, I put in a ticket on the website in support, that is now 24 hours with no response. I have even called Iceland, but I have to wait a bit more my time, to catch them open their time.

update, read the rest of the posts. LOL is all I can say. Trying to get help, whether I had a bad attitude or not is irrelevant. People shouldn't start stuff on other peoples threads. Personally, I would of loved to see what was either removed or said, send it to me personally in game so I can laugh.
Anyhow, thank you to the others who supplied some things to try, doing those now, and thanks for any who supported me. Ill drop a update if anything works, so anyone else having this issue will get it resolved.

Flushed everything.
Took ownership of the eve folder, I think. Full control is on all users and admins.
Rebooted.
Nothing. Same thing, over and over. Run it from the bin folder....opens up, automatically says something was download, hit ok to let it do its thing. It opens a eve online box, does some stuff, then opens a small box saying its patching the launcher, then it goes back to the other box and finishes up. Then the launcher opens. Same thing, whether signed in or not, the bar at the bottom doesnt move.
Says 1/4 validating 0/0 percent. Never changes.
This process has repeated itself over 20 times today. No change. I ran the repair after the flush and reboot, twice now. Same thing, just fails 4 seconds in.
Ah well, 45k people on as of this typing. And I never had a problem till 2 days ago. Thanks ccp.

I dont run windows, but the fact that all updates always stalls at 0% usually either means it cannot contact download server, or unable to start writing to disk.

Since OP can't download the binary + 2 data files from website either, it seems like a provider issue.
Its 3 normal files downloaded via normal HTTP, that should work, that is, if you are using this page:

I would start digging into that first OP, if you rightclick those 3 links and select SAVE AS to disk, and that fails:
Are you running any antivirus software blocking downloads?
Any "download speed accelerator" or something fancy like that?
Can you download other large files from other websites or do they fail too?

Others who have the files downloaded but stalls at 0%, could this be a permission issue? Not sure if its possible but try run it as administrator or elevated privileges?

The first answer posted is total troll, completely ridiculous this is how it really translates = Hi op, I'll assume you are an alien and have no clue what you are doing, and at the same time even though i have no clue what i'm doing i'll pretend I know exactly how to resolve this .. first .. are you using an alien version of windows from another planet .. because we all know how eve doesn't cope with versions of windows which were never made don't we.

I mean seriously .. they assume no one else ever had a problem in eve? and anti virus .? yes everyone in the world with half a brain uses ******* anti virus .. is eve the only program left that can't deal with anti virus? Its the only program on my computer, yes i have many other games with launchers! amazing.

I have played this game for 9 years .. and its been pretty plain sailing, until somewhere recently in the last major launcher update something went wrong .. and nearly every pathetic update ends 10% into download with error .. repair fails .. reporting error fails vast threads with 3k veiws ignored .. while a player submits each new 30mb update in a link so people who have this launcher issue can carry on playing without re-installing ..

Anyway I digress, If you don't what you're talking about go away don't troll new players who have issues.

And if you're and ISD ''volunteer'' Delete the trolls and don't troll yourself.

UPDATED. SOLVED BY ME.

OK, so, after this few days of frustration. I saw that eve had put out a another installer file, the little one. It had a different number on it. So I'm thinking yay, they did something it might work. Alas, no, still didn't help me, but it got me thinking. Why does everything else work, why does some of the eve website work, but yet it wont let me download those files.
So, I let the windows thing diagnose my connection, thinking hey it cant hurt, maybe it will say something useful.
Well it said, two things were off or not doing what they were supposed to. I ran it again, it fixed one, but the other it couldn't.

So ... here is the kicker, and hopefully any of you who are having this problem can go check. Something changed my settings. Something turned proxy on, and the problem, was port 21320. So here are the three things or possibilities....

1) eve doesn't like anything going thru that port, so it wont work, Or there patch did something. I don't know.

2) if you use spy-bot, and use its proxy settings, good for somethings, but apparently not eve. Which I find funny, since everything else on my computer works.

3) Firefox did it. from some stuff I read, Firefox was reporting weird things about proxy servers.

So check your internet settings, check Firefox settings, and check spy-bot settings for proxy being on. Turn them all off, make sure it says automatically find your settings. And vollia ! my world is right again, first right off, I was able to download the files, two it all worked and installed, and the icon went on my desktop. Then, even though it never worked and still doesn't. The box should say, run eve, checked, and clear downloaded crap, check. Again, clicked yes, nothing happened. Eve needs to work on that....
Anyhow, double clicked the icon on the desktop, launcher came up, and BAM the bottom bar started doing its thing.
Got done, and I was able to log into eve again. Not sure why the tutorial is coming up on my main account like I'm new again or something, but hey at least it works now.

Hope that helps other people with their problem.

My MUM: My computer broke! And I get no error message. It just broke.

Me: Is there a box that has words on it?

My MUM: Yes!

Me: What does it say?

My MUM: It says, error... then a bunch of meaningless dribble that I can't understand!

Me: Mum!! That's an error message! Write it all down you bleeping... Mum!

My MUM: OK, but I don't think it will help... It's got words and numbers and stuff.

Me: Mum, just write it down and then repeat all that gibberish to me.

My MUM: Gibberish, Gibberish, Gibberish, numbers, numbers Gibberish...

Me: * type the stuff into Google and whoola! Problem identified...

A few hours of talking to Mum on how to fix the problem... and the problem is solved!

Mum apologies... then calls me up a few days later with a new problem, often times it involves her deleting files she has no business deleting. But the conversation is always the same.

However, the "Something turned the Proxy on" made me chuckle and instantly got me thinking of Mum. :-)

Not sure if your trying to say I did it? But I didn't. I never mess with any of that, since back in the day with my first computer, my friend, a computer person said, leave that area alone. Let the computer automatically do its thing. It will set it up, once it see's it, etc. I have no reason to be fooling around in the proxy section. I just find that odd, as other people have reported, settings being changed, and it wasn't done by us who own the computer. As in the actual computer setting for the internet. Now for spy bot, you click its box, thinking oh ya, this will be safer, it changes what it needs to. I honestly cant say on the day of the last patch, I was going hmm lets click this and see, and when I have used spy-bot a long time, and never messed with that part.
Either way hope that info's others.
