Public Consultation: Caldari State Security

Good Morning.

As anyone not making a deliberate attempt to avoid current affairs will know, Tibus Heth and the Caldari Providence Directorate (CPD) were recently ousted from their position within the Caldari State, a move that is perceived, rightly or wrongly, as something of a return to "business as usual".

However there are some questions myself and others within SYNE's various departments are curious about; The CPD was not just a political affiliation or campaign office, it was for all intents and purposes the first (and so far only) true state-wide internal security service, a paramilitary police and intelligence organization. It seems reasonable to assume that during their tenure they would have amassed resources, carved themselves out a structure within the State and filled roles created for them or created by themselves. So in short, I narrow it down to the following questions:

1) What would have been done with the resources of the CPD that we'rent removed or destroyed by the Provists?
- - Of particular interest are any intelligence, espionage and counter-espionage resources.
- - Any examples?
2) With the disappearance of the CPD, what (if any) "power vacuum" issues have occured?
3) Is there a danger of former members forming a subversive element within the State?
4) Are there any capability gaps in internal security within the State?
- - Is that due to factors other than CPD related?
5) Are there any agencies that seek to take on some of the CPD's former portfolio?

Any answers from Caldari or experts familiar with the subject matter would be greatly appreciated.

*NOTE: On a point of terminology, the words "State" or "Caldari State" are being used as shorthand for referring to the Megacorps, and their handful of shared assets, as a group, not to describe a singular homogeneous entity.

We don't have all the facts yet, but I believe that there is some room for speculation.

1. I'd imagine their assets and resources were/will be auctioned and sold to the megacorps or if they came from a megacorp, they will be returned.

2. There haven't been any power vacuum issues yet, but it seems that Ishukone has taken the stage in both internal and foreign affairs. With Kaalakoita recovering from some troubles, they might try to rebalance power or rise above Ishukone again.

3. Yes. Heth and his inner circle are entirely unaccounted for and are either dead, escaped, or were taken by Sansha. There are remnants of the Provist scattered across the State that are either waiting for the return of Heth or another leader to return or possibly forming their own groups.

4. Not too sure on internal security. Federation spies and agents seem to have been able to infiltrate the state undetected, and this was even before the Provist fell. Of course, I couldn't tell you how the State's internal security really is. It's probably still very strong at the corporate level but struggling on the state level.

5. Absolutely no idea.

I fear, sir, that the agencies who would have the answers you are looking for have a vested interest in keeping those details private.

It's very important to remember that the sole purpose of the CPD was to impose control of the State by a single man / organisation. There is, therefore, no power vacuum, as the State has returned to it's natural model of government - distributed control by the various Okusaiken Deksaam.

All CPD assets will have been rolled up and returned to the individual Okusaiken from whence they originally came - either naturally or at the behest of the CEP, which now applies all the control necessary at the State level.

There doesn't seem to have been a backlash from the dissolution of the CPD, because the Okusaiken simply returned to their natural state of self-governance, without the interference of the CPD as a factor, simply the more benign oversight of the CEP. Things have, therefore, simply returned to normal operations.

Regarding internal security, it is worth remembering that the Federation's agents have (for the most part) been detected. This is not indicative of a security problem.

Quite right, I wouldn't expect them too, but what I'm aiming for here is a public discourse using open-source information (harder than you think), in order to paint a rough picture of the reality.

We're not looking for a guide to the State's most secretive corners, but more a basic knowledge regarding stability within State, and the wider picture of interstellar stability.

Thanks for bringing it up, I hope this clears up our intentions.

One might say that what the CPD failed to grasp, and what the former Executor failed to realize is that corporate management and bureaucracy in the State is designed to be resilient and it is that resilience that has ensured its survival the centuries after the formation of the State and the centuries prior. The laws, protocols, and procedures of the Megacorporate bureaucracy are practically the traditions of the Raata Empire itself. One does not break with history and tradition simply on the whims of a single man who sought to make himself unequal before the law that governs all.

As for your questions, Mr. Makari, I have a feeling that those who are best able to answer them would be those least likely to divulge, leaving only the impasse of supposition. My own speculation then might be that the CPD no longer exists in the State for in all its attempts at espionage and intelligence there already was in place a far more effective and extensive apparatus it was unable to overcome.

Telling me that something open source is none of my business is a rather odd take on dictionary definition, as well as insinuating, however slightly, that SYNE has intentions to poke around in State business for it's own gain, which we do not. We want to know the lay of the land as it appears from the outside looking in, not go poking in your underwear drawer.

Hakatain-haan seems to be becoming more prickly since he joined Alexylva Paradox in their wormhole system. Curious.

That said, Mr. Makari, my suspicion is that any assets related to foreign or military intelligence would reasonably have been passed off to the Caldari Navy. Assets active within the State have, to be quite honest, likely been purged to prevent any one corporation from profiting excessively from Heth-guri's fall.

I'm in agreement with this point, and like to communicate this principle to my crews and colleagues. Our plurality, or in some cases redundancy, are what allow us to confront Pilot Makari's third question. Our internal security is bolstered by following the best practices of our various professional and personal functions. By remaining diligent in our duties as citizens, we mitigate the risk of any aberrant behavior that may arise from these parties.

Hakatain-haan has always been prickly. I hope my Kirjuunet understand that when it comes to Synenose of all people asking questions about State and megacorporate security, I don't find the smokescreen words "open source" to be remotely comforting.

The security and political stability of the State is nobody's business but the Caldari's and those we invite to the conversation. call that prickly if you like, but where I'm from that's called standard procedure.
