I'm guessing some kind of big hardware/network upgrade. Better servers or more bandwidth pipes to geographical locals (S Korea)

The testing on Singularity is for some reason.
"We are planning a mass test on our Singularity to test the migration of the EVE Universe data."

Wonders why, maybe a backup for a big change?
