Don't know if this is a bug or not, but Garecque Lyndroutte at the Garoun Investment Bank (Luse) keeps offering me the same quest chain over and over. I just completed the A New Venture - Education Is Key chain, and now she's offering it to me again from the start Question

It's random. It's not uncommon to have the same mission (not quest!) offered a couple of times in a row.

never use the 'q' word. You will get a ban for that in eve.

over and over is not the same as twice in a row...
now if you decline one mission of a particularly chain, you will be given a new mission not just the following mission of the chain.
