Carriers in high sec?

I remember a little while ago seeing a killmail of a carrier in highQuestion
As I understood it, that should not have been possible.
A quick search turned up nothing but i saw someone mention that there's rare circumstances and case's where one could have a carrier in highsec.
I'm not looking for one mind, just looking for some clarification.

1. Some capitals were built in highsec before the rules changed. Chribba's Veldnaught is one.

2. Some capitals were moved to highsec (accidentally) for returning characters. Generally, if you were in nullsec, and you unsubscribed for more than 6 months, and your station is now owned by hostiles (as in you can't redock), you can load up one ship with as much stuff as will fit in the bays and petition to have it moved. If it is a capital, you're supposed to get moved to lowsec. But sometimes, someone doesn't pay attention (like when players press "jump" for their titan instead of "bridge") and they move it to highsec. Which is how there was a Nyx roaming around Jita last year before it got moved.

Although, Carriers, could never ever be built or likewise present in 0.8-1.0 systems.

So any Carrier in those systems were a reimbursement or GM screwup.

CCP sometimes holds Live Events in which they spawn capital ships into High Security space. I got a Chimera killmail from one of those.
