Criteria for receiving a Cerebral Accelerator booster

A few days(?) after posting my questions here I got a pop up when the patcher launched about the Cerebral Accelerator. There was no date showing again but the wording on the pop up was different and it said that this is for new accounts.

The link within the Crucible banner for "purchase EVE" doesn't show anything about the Accelerator, nor is there anything on the main home page about new account deals. So which is right, the main page or the pop up ad on the game launcher?
