100% Refine in WH? Is that possible?

I've read some vague things about getting 100% via a POS, but some friends are saying otherwise. Can someone clear that up? I thought with max skills and implants it's possible.

No, it's not. Your skills will not effect POS ore refining, only the refiner (75% on an intensive refining array)

That's only partially true. Your skills will effect POS refining up to the max allowed by the refinery. So you can't get better than 75% from an intensive, but you can get worse than 75% if your skills suck.

Also ice is refined at 100% efficiency at POS refineries.

No, the refining arrays don't refine that well., maybe one day, CCP will change that. Until that day, the best thing to do is haul it out to hisec with a Miasmos. The best case scenario would be to have a Rorqual compress it for you so it would take even less trips out to hisec to refine.
