Short question: Does the lvl IV ____ rigging skill allow you to fit the rig, or allow you to get the effects of the rig?

Long version: I have Projectile rigging III and someone gave me a ship with a T2 rig fit and I can pilot it successfully. Now the prerequisite for a T2 rig is that rig type rigging skill to IV. Does this mean I am not getting the effects of that rig? I tested it in a fitting program by forcing the level to IV but it didn't change any of the ship stats (power grid in this case).

I must be missing something, unless the prerequisite for rigs don't mean anything.

Fitting .. if someone else fits the rig for you you can still fly the ship and still get the advantage.
You just suffer more penalty as your rig skill is lower.
