A neighbor dog chased a cat up the tree. The cat is fat and caused the icy limb to break, falling on a little girl's bicycle, which subsequently fell over and ruined a snow angel before I had a chance to take a picture.

Can you help me sue the proper person(s) to help compensate me for emotional damage?
