ESS - LP bonus wrong?

(apologies if there's a thread about it already, I found exactly one official ESS thread and it's 105 pages long Ugh )

So, to quote the info on the ESS:

For each 1000 ISK in bounties, 0.15 LPs are added. This can rise up to 0.2 LPs over time.


I blasted a lab rat of 1M bounty. I got 1 (in words: ONE) LP for it. Unless all my RL math skills evaporated sometime very recently, I should have gotten at least 150.

What's happening here?

It looks like LP is only being generated off the bounty the ESS holds.
