The ESS, or Encounter Surveillance System, is a recently announced State, Federation, Empire and Republic supported mobile structure. It is intended to provide incentive to continue attacking and destroying pirate vessels (registered to any of the major piratical factions recognised by CONCORD), by providing a potentially higher level of financial gain, by deferring a portion of the bounty until the device is accessed to share, or take, the banked digital currency.

This is occurring in line with CONCORD cuts to bounties in the null sec regions, for as of yet unannounced reasons.

These devices are the subject of much controversy among capsuleers from null sec bloc all the way down to casual wanderers, as they do not seem to address the core issues that they are promoted as being the solution to (namely reduced CONCORD financial support for anti-piracy operations and a means of giving ownership of said resource, in part, by centrally banking transactions on the basis of bounty payment).

I find myself agreeing with the point of view that these devices seem poorly designed at present, not least of all due to the deferment of worked-for income on a seemingly arbitrary basis. If they added something to the profession of keeping the belts clear of piratical activity, the ESS project would likely be much more warmly received. As it is, they will only defer the payment of monies owed and promote piracy among capsuleers, transitioning the problem from relatively harmless entities on a per-ship basis, to capsuleers. Essentially, the ESS project as a whole appears to be an exercise in shifting the problem onto capsuleers, rather than actively incentivising activity that is of benefit to the Big Four (the destruction of their non-Yulai-signatory enemies).
