Exactly. Don't be a cheap (lower income bracket individual) and low-ball your bid - less than 2 plex per person - then get on the thread and (complain dramatically) about not making it in the tourney. In U$D it would have cost your team only $300 to enter. That is $30 per person. (Perhaps consider acquiring a steady position which provides a more substantial form of income) you (thrifty ragamuffin) and quit (complaining) on the forum.

I was actually talking about having a qualifier for future NEO's earlier today and I am looking thoroughly into how it would be best to do that.

As for the 5 PLEX from the teams that didn't get in, they will be refunded.

Next time, consider giving a few slots (maybe 4 or 8) to the winners or high-finishers from SCL? That way promising teams that place highly there won't have to break the bank to get into the NEO.
