It's a dumb fit because it does the wrong damage type and uses ASB for pve which is silly. If you do missions in Amarr space either use lasers, projectiles or sentries, missile ships that don't get a specific damage type bonus also work fine, ones that do while not being EM will suck.

This is what i use everyday in caldari space for lvl 3s change shields/ammo flavour as needed.

I have 1 3% power implant and 1 range implant.
high slots

tech 2 HAMs

mid slots

10 mn expermential MWd
gist B type knetic (these are quite cheap)
gist B type thermic (ditto these)
Large shield extender 2
Large ASB

low slots
3 x BCS tech 2s
1 x BCS faction

riggs
1 x rocket fuel cache tech 1
1 x riggor tech 1 (tech 2 if you can afford it)

Yes this ship does have a kentic bonus but ive never found it made a massive difference its only lvl 3s after all.
Also i side note i did gone berserk last night and purposely shot ALL the triggers i only used 2 ASB charges so its fine for lvl3s(i would not use it for lvl 4 s though).

EDIT just remembered i have CA1s and CA2 implants might change the power/grid values a little if so just get a less demanding BCS.

Also, this fit should work well in spite of the upcoming Rubicon 1.1 Omni nerf, meaning, Gardes are down to 58km + 23km falloff, everything else is ~100km optimal, plus plenty of cap to perma-run the MAR and Omnis.

Warp speed never was relevant and it still isn't relevant. All that happened is that suddenly people go "oh ****, there's warp speed rigs", ones they never thought of before.

OTHER ships have changed, yes, but T2 cruisers are still roughly the same -/+ a few percent depending on warp distance. Go on, look it up.

Reading back my initial post I agree that looks silly, slip of the mind to not specifically mention T2 cruisers, as we were talking about them. still, T2 cruisers are still pretty much the same and even if they weren't it's still not important.

Ishtar with 2xWarps Speed II rigs + 10% Warp Speed Implant puts you at 5.9 AU/s, i.e. blockade runner speeds. In this thread, pre-warp speed changes, I noticed that:
Even in a 4-10AU system with a 10-20AU neighboring system, I spent 44% of my time traveling and 56% of my time in the mission.

With 5.9 AU/s, you're potentially knocking a third off your travel time[1], which would effectively increase your asset generation per hour by 30%.

Anyway I'm still testing with just 5.2 AU/s, but the warp speed rigs do appear to make a difference.



[1] It's not 50% due to the ten second undock timer, jump gates, acceleration, and docking times.

Yes you save a few seconds on warping, but generally it still doesn't make sense. If you fight serpentis for instance you're better off using a low or mid slot for a sensor booster/sig amp and then you'll probably need the rigs to make up for losing that slot. Same with Guristas and ECCM.

And again, nothing really changed because you could use those warp rigs on Ishtars before the change and while it shifted a bit people never did it back then, and now of a sudden it's somehow this super important stat, out of nothing.

I'd say rail Brutix is best because of damage application, tank and faster cycle times on rails, which is good for popping frigs fast.

I always liked the Navy Omen/Zealot/Legion for it, since they can get rid of frigs fairly fast, have good engagement ranges and nice dps. With the Legion and a bit of isk in heat sinks and implants you can break 900 dps at 30km+ optimal. While the Ishtar is also nice, it requires a lot of micro management with the drones against close stuff, where the laser hulls just required a bit of manual piloting(and a web in some cases to clear the field very quick). However given warp speeds the Ishtar might come out on top with the fitting posted stoicfaux(still out of personal preference I would probably stick with a Legion).

Are you sure a 900m ship is a good choie for L3s? Especially if you can blitz them comparably well in things like a pvp-tornado (Though I switched the point for a specific hardener)

Highsec:

Ishtar with at least 3 DDA2s, at least one SeBo (carrying both scripts but usually using scanres) and some mix of Omnis and Webs in other mids with a MWD, and some mix of railguns and drone range increasing high slots.

Lowsec:

Ishtar with a PVP fit.
