Which industrial would you advise for me, a Prorator or an Impel, if I only want to transport high value goods in high sec?

Could you give an example fit, focusing on survival rather than cargo capacity?

Prorator for low m3 high value goods in hi-sec. You just need a cov-op cloak and the rest is up to you.
