Toon has missing prereqs but can fly ships BUG?

I purchased this toon from the character bazaar yesterday and I noticed some odd things.

He is able to fly a tengu but does not have Destroyer level 3!? Also still has 8 days left to Caldari Cruiser V!?

I sat him in a tengu to see what would happen and was given a warning that i would lose sp if killed in ship.
His clone holds 26 mil sp but this toon has like 25.5 mil sp.

Anybody know how this happened? Didn't think it was possible to fly a ship or train unless you have the prerequisites.

The Tengu didn't require Caldari Destroyer up until recently because racial destroyer skills used to be non-racial (just a universal destroyer skill, same for battlecruisers). Technically, all the Tengu really requires as far as skills is Caldari Strategic Cruiser 1. All the other skills listed in the requirements tabs are prereqs for the skills leading up to that.

If you take a look at any ship's skill requirement tab, notice that some skills are not indented to the right, some are indented a little, and some are indented even more. The only skills that the SHIP needs to allow you to fly it is in fact the one or two skills that are furthest to the left (top most primary, secondary, tertiary skills). All other are merely needed to be able to train the skills above them in that list. In this case, Caldari Destroyer is needed to inject and train Caldari Cruiser, which is needed to inject and train Caldari Strategic Cruiser.

Correction: The Tengu (as with all T3s) also in this case needs each subsystem skill trained to 1 as well (since you can't undock a T3 without subs fitted to it). Aside from this exception to the rule, ships in Eve only need the top-most primary and, if present, secondary and tertiary skills to fly them.
