[New Module] Remote Electronic Signature Shroud

The remote electronic signature shroud is a remote assistance module that reduces the signature radius of the target ship.

Tech 1
Meta 0: 10% reduction to target's electronic signature radius
Meta 1: 11% reduction to target's electronic signature radius
Meta 2: 12% reduction to target's electronic signature radius
Meta 3: 13% reduction to target's electronic signature radius
Meta 4: 14% reduction to target's electronic signature radius

Tech 2
Meta 5: 15% reduction to target's electronic signature radius


Why?
Target painters (which increase the target's signature radius) are the only form of electronic warfare that does not have a direct countermeasure. See below:

  • ECM -- ECCM
  • Stasis Webifiers -- Afterburner / MWD
  • Tracking Disruptors -- (Remote) Tracking Computers
  • Remote Sensor Damps -- (Remote) Sensor Boosters
  • Energy Neutralizers -- Nosferatus, Cap Boosters, Remote Capacitor Transfers
  • Target Painters -- ???

  • Potential Exploits
    Problem: Low signature radius ships may become impossible to catch at gate camps and scan down.
    Soultion: It is important that this module be remote rather than local and that there should be no local equivalent. This will prevent small sig radius ships from becoming unscannable or impossible to catch at gate camps.

    Problem: Two ships working together could still reduce each others sig radius enough to become unscannable.
    Solution 1: Place a cap on the effect that means the sig radius cannot be reduced below the unscannable threshold.
    Solution 2: The module comes with a penalty to sensor strength, the other component in the equation that determines how easy a ship is to scan down.

    Problem: It's not possible to reduce a ships signature radius and it should stay that way!
    Solution: Incorrect. Skirmish gang links can reduce the sig radius of every ship in the gang, why shouldn't there be a more targeted version of that module?


    Motivation
    The motivation behind this module is to round off a new line of T2 frigates detailed in another thread. Remote Assistance Frigates will provide each faction with a ship that directly counters the now extremely powerful Electronic Attack Frigates of their primary enemy. This counter will take the form of friendly assistance rather than offensive ships because we already have plenty of those.

    i liked the sound of the title and thought .. oo an actual cloud that can disrupt the opponents ability too accurately determine the size of the ship/ surrounding ships like a vapour/gas bomb AOE ..... maybe an support class that uses a specific launcher ..

    kind of like a smartbomb AOE .. it could neutralise TP's entirely and have a small sig reduction bonus too nearby ships..

    T3's need to be versatile so no rigs are necessary ... they should not have OP dps and tank

    ABC's should be T2, remove drone assist, separate HAM's and Torps range, -3 HS for droneboats
