I desire to run tests on my ships, station, POS and other things.

This would help learning faster, and preparing for Pve, PVP and Fleet Battles.

No point dude, just log on to the ccp test servers, there's a wiki link somewhere which I can't find at the moment due to typing on a small, fiddly touch screen, you'll have to Google it, but the servers are called 'singularity', 'duality' and occasionally 'Buckingham'

Dumbing down of Eve Online will result in it's destruction...

Why do you want CCP to make it easy for people to run private Eve servers ?

Why are you posting on a character that hasn't logged into Eve for years ?

I'm more interested why he want's a testing environment for building bots.
