First of all there are 2 types of null-sec / null-sec stations:

NPC owned null-sec / null-sec station - Act just like normal high-sec stations, always dockable.

Player owned stuff - You must have docking rights with the station owner. Usually this means you at least must have good standings towards the owner, but it can also be possible it's open to all (Providence) or that certain HQ stations of alliances are only open to alliance members.

Ooh after posting.

The Providence coalition uses a NRDS (Not Red - Don't Shoot) policy.

This means, unless you are part of a NBSI (Not Blue - Shoot It) alliance or have shown aggressive actions against coalition members, you are considered a "friend" and can use their space and dock in their station.

If you end up on their Kill on Sight list (which is very long) and receive red standings with them, you also lose the right to dock in their stations.

Understatement of the decade (so far) Lol

Chances are if you've ever shot at any player in Providence or surrounding areas then you're on the list. Been in minnie FW - on the list. Shot someone in CVA who got booted years ago for awoxing - on the list. The list of ways to get on the list go on and on P

CVA are good at lists Roll

Some of the other corps in Provi are fun however.

If you ever wonder if you are free to use Providence space or if you will be shot on sight by the owners:

Always assume that you can't unless you are positively sure that you can.

(Except above mentioned NPC stations of course.)

generally
are you member of the alliance that owns the station?
if not - no docking for you

there are as mentioned a few exceptions ... but it's generally best to assume that you cant.
