Stratios question

Just got back into the game

Looking at the Stratios description, what does: "Can use covert jump portals" mean?

Black ops are the only ships listed as able to fit covert jump portals. So what does this mean for the Stratios?
Does it allow you to use the bridge opened by a black ops? (I don't remember how they worked) Or can you generate your own? Or something I'm missing entirely.

Sincerely

Black ops battleships are able to create a bridge to a cyno lit by a fleet member many jumps away from their current system.
other members of the fleet that are within 2km of the BS can then right click on the BS and land in the target system a km or so from the cyno ship.
only ships capable of fitting a cov ops cloak can use these bridges.
other ships can be bridged also using titans instead of black ops battleships to do the bridging. titan bridges can only target ordinary cynos whilst the blops can use both normal and covert cynos.
some systems in null owned by players have fitted cyno jammers to make mining and ratting safer for their members. this stops the normal cynos but covert cynos can still be lit.
the astero is the first decent tackle frig that has been allowed through these blops bridges and the stratios is a decent dps /tank cruiser that also is allowed through.
If you wish to see one of these bridges there are 2 ways to go about it.
the first is to join a null sec (or some low sec) pvp group and join fleets.
the second is to fit out a pirate BS and go on a solo roam in null. (if you survive the gate camps).
whilst these have great strategic value thier best use is cynoing onto a loan mining ship belonging to a renter in a cyno jammed system. they love that.
