please bare with me, I am very new to EVE, i'm working my way through the tutorials. I am going as an explorer and one of the agent missions is to probe for cosmic signatures. I have installed the launcher and the probes into the launcher then undocked and released my probes.

The issue I have now is I have just figured out how to use the probes for the cosmic signatures and the launcher is saying it is out of power and there are no probes?

1) how do I recharge the launcher
2) where are my probes one

Any help with this would be great cheers

I don't know about out of power, but it might say out of "charges" the charges are the probes themselves.

With your scanner open, you need to reclaim your probes, I think it is the 3rd button from the left, but use mouse hover to be sure.

Then select the launcher and select "reload"

One trick you can use to make things simpler is to always carry 16 probes. And select the launcher and select auto-reload.
This way when you launch 8 probes, the 8 in your cargobay load. It is what I do.

My choice of pronouns is based on your avatar. Even if I know what is behind the avatar.

1) You 'recharge' the launcher by having spare probes in your cargo, then r-click the launcher icon on the HUD and selecting the reload option.

2) If you launched your probes they are in space.

On the HUD, to the left is an icon that looks like a circle Radar type thing. Click that and chose the left icon for your probe scanner. That should bring up a window with the scanning info on.

On that window there is a row of buttons that you can mouse over to see what they do. Select the right hand button which brings a solar system map up. This is where you move the probes around using the arrows that appear on the probes.

edit - after reviewing for recency use this one instead.
The other one went to much into probe placement and using the keys to manipulate the probes. Those keys aren't used any more, or have the opposite effect.

Looks like a good tutorial for probe scanning.

Whenever you launch probes, your probe launcher will detect that it is empty and attempt to reload more probes from your cargo hold. If you don't have any, you will get an error. There is nothing wrong, your probes are in space and you can still use them. It's just telling you that it can't find any more probes to put in the launcher. As soon as you recall your probes to your cargo hold you will be able to reload them in to your launcher. You can avoid this problem by carrying 16 probes instead of 8 if it bothers you. The next set will automatically be loaded whenever you launch the first.

If probes are left in space for too long they do expire. There is a timer for each probe in the scanning window.
