EVE offline mode

When I am trying launch eve today it say's i have internet connection or something like this.
Search a little bit here but didnt find awnser. Trying launch throw eveexefile - fail , it says server status unknown.

Same error, Launcher allways in "Offline Modus"

Tried everything so far: Antivir, Firewall, Router, Ports.
Nothing.

Are you able to open https://client.eveonline.com/patches/win_launcherinfoTQ_inc.txt in a browser?

PS

Strange after DT it works for a while ( download patch ) and offline mod again =(
link still openeable

PSS may be i need trace something or ping ? and sand you result ?
ping client.eveonline.com says 5% loss avarage ping 134ms

Same for me, Link works fine, Launcher not.
