Why does the Royal Khanid Navy, operate a Version of the Blood Raiders Cruor?

It has come to my attention that the RKN and Khanid Customs Department operate a Khanid Skinned Version of the Cruor, with Laser... It their any lore reason why the RKN is copying Blood Raider designs?

Well you see there was a small little side deal that had something to do with prostitution, somebody's kid, and heroin.
