Why is a Noctis so expensive.

How much did it cost when it first came out?

Besides the Stratios, is there a cruiser-sized hull specialized for scanning?

CODE is just a bunch of pirates; smart, organized pirates. It doesn't help to rage at them because that is exactly what they want. Dust yourself off and get back on your feet, you don't even have to talk to them.

1) A Noctis takes ~67mil ISK in minerals to build. The blueprint runs 390mil ISK and is only available in a few stations in null. All that adds up to the 70mil price tag.

2) When it first came out people were paying stupid amounts -- hundreds of millions of ISK.

3) T3s with the proper subsystems are bonused for scanning and hacking.

There is also a standard racial frigate with scanning and hacking bonuses. You get one during the newbie tutorial missions from the "exploration" career agent.

And then there is the racial Covert Ops frigate.
