does anyone know if a crane can run DROP out of empire space to null where its needed most?

You won't get a CONCORD response for illegal cargo. Faction police may agrees you but you can get away from them.

I tend to use a Crane when I'm doing the booster mule thing. So long as you're on the ball with the cloak, the customs officers wont hassle you.

If you're going big-scale, you might invest in a jumpfreighter. It can jump straight from undock directly to lowsec carrying a massive amount of drugs.
