The Bandit Spurs should be fairly easy to collect. I believe the NPC frigates in the various Cosmos Plexes drop those.

As for the low sec agent Eteri Tazaki, you can use your ISK and just buy the mission objective items from Public Contracts / Regional Markets.

The first part ask for an NPC called Zvarin Karsha which must be taken from his ship
Can not buy it from the market
I have found spurs for Drifters and Outlaws but not Bandits

Zvarin Karsha is available in Public Contracts for 10 mill isk.
I believe the mission states for you to 'Acquire These Goods = 1 unit of Zvarin Karsha'

The same for the next mission which requires 1 unit of Ryoke Laika, also available from Public Contracts for about 10 mill ISK.

The Bandit Spur is also available in Public Contracts for low ISK amount.
You need 25 of them to complete the mission.

In the future when doing Cosmos missions, don't accept the mission offer, you can let it sit in your journal for a week and view the details which gives you time to seek and secure said items from the Cosmos Complexes. Then after collecting the mission items, accept the mission offer and complete it to collect the bonus as well.

The only exception to this is when the agent sends you to a deadspace location which spawns when you accept the mission offer.

EDIT :

When doing Cosmos, it's a good idea to collect up all the strange items found in the wrecks / cans. It may not be needed at that time but believe me it will more than likely be needed later.

Along with the Evelopedia, there's a few other 'Guides' that I used when I completed Cosmos.

Links available in 'The Plan'.

In 'People & Places' I have a location for the Sakkikainen system called 'Bandit Hideout' (Beacon).

In my assets for that system I have 37 Bandit Spurs in station.

Not sure if that helps.

I think you should look through my Caldari COSMOS mission guide here and look through the description of all the public deadspace complex section in the end of the guide. This will tell you were to find Bandit Spurs.

Zvarin Karsha is located near Ihakana VI – State and Region Bank Investment Bank, but as Ihakana is a low sec system and the player pirates tend to operate out of this station, it can be very difficult to retrieve him.

According to my notes, there is only ONE ship at that location who will drop a Bandit Spur. Of course it respawns, but it will take a long time to collect them all. The Contested Kazka Headquarters complex in the same system drops plenty of Bandit Spurs though.Smile

Like the above poster says, zvarin karsha drops from an npc on-grid and warpable from a low sec station. Multiple elite frigs that may scramble make it quite dangerous, the local inhabitants obviously keep an eye on this location. I'd say 10 mill on contracts is a fair deal.

Ahhh, right, I was just quickly checking and saw the bookmark.

For more Bandit NPC's, there's a Deadspace location in Otitoh system that has 4x Bandit Frigates & 2x Outlaw Cruisers guarding an Acceleration Gate. Since there's no Beacon for warp in I believe this site has to be found via exploration (core scanner probes).

All NPC's must be destroyed to access the gate.

Inside the gated area is 4 Structures, 19 Asteroids and 30 NPC's that will drop spurs. NPC Frigates will Web and Warp Scram. All NPC's will respawn within 15 mins.

Initial Group:
1x Makele Kordonii = Cruiser (Named NPC) (Trigger)
5x Outlaw = Cruiser
8x Marauder = Cruiser
6x Bandit = Frigate
10x Drifter = Frigate

Spawn:
6x Defender = Frigate

There's a few more different Deadspace pockets located in Otitoh system with NPC's that drop Spurs. About 240 km out from the Ihakana gate is a visible pocket with 8 NPC's. As usual the Frigates will Web and Warp Scram.

1x Bai Tariiki = Cruiser (Named NPC)
3x Marauder = Cruiser
4x Bandit = Frigate
