I found this. It doesn't sound like one can't say they're an alt if it's true. Of course that rule might be buried in the EULA elsewhere.

8. You may not impersonate or present yourself to be a representative of CCP or an EVE Online volunteer. You may not impersonate or falsely present yourself to be a representative of another player, group of players, character or NPC entity.

Yea its bullshit and only there to protect people like chribba after the whole change Eve Wiki page to trick people into thinking they were Chribba alts... which in all honesty i would have just rephrased it to "Changing out of Game Information to allow for impersonation of another entity is considered an exploit" or some thing similliar but hey just wait till this blows up in thier face
