Depends, what's in it for them?
No, only fleets of newbs to be used as cannon fodder, er, strategic diversions.

Blues are blues, even goons who post badly will get whacked by deadtear.

In fountain, there was a broadcast fleet that was something like "a newbie wants to learn eve by starting a fleet, please help them by joining". I don't remember what happened to the fleet.


Somewhere it was noted that newbies that start off leading fleets tend to actually become FCs, vets who try after a year or two are less likely, or such
