The US and New Zealand experimented with atomic bombs in 1944 in order to create a Tsunami Bomb. It was called Project Seal.

They found a single bomb would not work but if they lined up a number of of them about 5 miles of shore it would create a destructive wave.

They will have to resort to a silly plan of filling a football stadium full of obese citizens and get them to do the Mexican wave continuous until it starts an earthquake to set off a tsunami, it wont work very well. This is known as the jelly effect Blink

I doubt it, purely because the US woulda rigged up about a trillion holes with atomic bombs during the Cold War if this was possible. Since we haven't heard of this, it's probably not plausible.
