hanging around 1.0 to 0.5 systems i tried to explore.

relic sites are no problem but data sites...... cant locate them.
having the scanning skill´s up to lvl 3, beside the one which just reduce scanning time.
also using a ship which add bonus to scanabilty, including ship skill lvl 3 and 2x rigs which boost scan 2x10%.

and i can´t get a signal strength of 100%. max is 80,9%.

is this normal? i would understand it if i am in low sec and couldn´t find places but in high sec .......

Both datas and relics are scattered across all available (main, not half) bands. In all security that includes the 10/10 equivalent band (1/4 the signal strength of 4/10s in high for instance; 1/2 the signal strength of 6/10s in low). Chances are the one you're trying to pin is just on that hard band. Keep looking and you'll find some you can pin, but know that there's plenty of competition for them (hence the relative scarcity).

but are you saying that i can find high/upper class exploration sites in high sec space?

Not exactly. All security areas have a variety of professional sites, some of which are harder to scan. I'm suggesting you tried to pin one of those hard ones.

Edit: I'm also saying that it doesn't matter whether you're in high, low, or null: the same difficulty scale applies and the hardest sites are always equally hard. Obviously there's higher pay in lower security but the scanning itself is the same in each security band. The comparison I was drawing was to how hard it is to scan the hardest professional sites versus the hardest combat sites in a given band.

No matter what space you are in, some sites will be harder to scan than others.

You are probably hitting the same ones over and over because no one with a high enough skill has tracked them down yet (higher skill players don't bother a lot with hi-sec data sites)

I have roughly the same skills/ship as you and I roam low-sec finding data sites all the time.

There are some sites I can't resolve simply because I don't have the skills/gear to.

the point is that a hard site in hisec is just as hard to scan as a hard site in nullsec.

The problem is that you have low low skills. Getting your ship skill to level 4 should be enough, you can also use sisters core scanner probes. You can also fit a probe strength mod in your midslot.

A number of things I would personally recommend, but entirely up to you (and your wallet):
1) get Astrometrics skills (all of them) up to L4
2) Use Sisters gear
3) use an implant to help with scanning
4) Probe placement during scanning still matters, although not nearly as much since it became Easy Button. There are one or two (and only one or two) tutorials on YouTube that briefly show how to do proper configurations of probes; watch them, try again. Data sites really aren't any different from any others; higher skills DO help with scanning.
