Logi is pretty overpowered anyway, and CCP knows it.

They just can't mess with Logi output without screwing up Incursions, and they're not prepared for the sheer level of whine that would result from that.

As a mission runner myself, I myself do not believe that all of Eve should only cater to the PVP crowd. That said, not everything needs to benefit PVE that doesn't already just because it benefits PVP. If anything, PVP has a higher priority in many respects than PVE in Eve. That's kind of the point of an MMO really, it's a game that is mainly structured around cooperative/competitive play whereby the interactivity is aimed at player-to-player interaction first with player-to-non-player interactivity secondary. PVE here in Eve is ment to support PVP playstyle, though there are already tons to PVE content that can be for many (like me) its own playstyle.

If TiDi bothers you that much, move...I know that sounds like **** answer, but people make it out to be a lot harder and complicated than it really is. There are more than 7k systems out there in known space alone, and there are undoubtedly a metric ass ton of systems without TiDi going on. You would be surprised at how many issues you might have you could solve easier and far sooner by realizing that some fixes and solutions don't require the dev's tweaking the game.

tl;dr

No. By this logic, Incursions shouldn't reduce bounty payout just because I'm not running them but an incursion is happening in the area I operate in. There are several other easier solutions to consider.

Solution is obvious, reduce L4 mission payouts to L1 then rework TIDI so that the performance never slows in nullsec and all the slowing gets redistributed to highsec.
