Wrong.

You're missing the, "Big Picture", but you're picking up all kinds of Goonie™ votes.

Which big picture?

That there are different groups throughout highsec, putting up POCOs, some for stupid tax rates, some for fully acceptable tax rates?

RvB have put up a bunch of them, for example. They're not playing games with them, just wanting a steady income stream, at a low tax rate.

There are still plenty of Interbus customs offices out there, if you want a slice of the action yourself. Sure, you'll have to be in a non-npc corp, but that's hardly a big deal. It's an incentive to take the risk.

Yup, this is my main.

Take a little closer look at the Goonie™ / RvB alliance.

I have to admit that while some of my posts were pretty silly, it's disconcerting to see my efforts to dismiss some of the tinfoil-hattery being swept under with everything else... oh well.

Ok, I've started to see people set up customs offices in High sec with taxes a t 80-90%. Why in Gods name would they do this? This is not Low/Null sec, you WANT people to use your Planets. High Sec PI's profit is not in Planet Resources (P0s), they are too low for that, Dedicated PI players are going to go for P2-P4 Factory worlds. The Smart Owners will set low taxes at around 1-5%, to attract as many people to their systems as possible.
Lets do some simply Math.

Say you own a system with 8 planets. Each Player will have at Minimum 6 Factory worlds. Each of those Factory worlds can produce 1-2mil per Player in Taxes per day at even 1%, or 6-12`mil per Player per day. Say you attract only 10 players to the System. That's 60-120mil per day with no work, PLUS your own PI, PLUS your Corp/Alliance PI.

So to recap, why are people choosing just alliance control, when they can have Alliance control AND make 1.8bil-3.60bil a month in Taxes?

I have no idea how PI works, nor do I care to train the skills, but I felt as though not commenting wouldn't be in my nature, I would like to start by claiming your mother is a whore, and everything you love in this world should perish.

Basically whether they use the excuse its being done to drive people away from the planet or whatever there needs to be limits on the % POCO's within highsec can ask for OR have it cost them on a sliding scale where the higher the tax rate they put on the POCO the higher the cost for owning the POCO.

It is after all highsec space which in the end is supposed to be under the laws of the DED/Concord/etc/etc isn't it?

apparently the empires are losing their grasp on power and interbus is no longer under concord's notice

I still think the simplest solution would be a smuggling mechanic whereby you can deliver goods planetside (the only thing you can't do without using a POCO).

Just needs a cov-ops drop ship as the deployable, get spotted using it and you are suspect flagged. POCO owners can then defend their rights to charge taxes and punish those who try to avoid them. If they don't defend it and charge silly taxes then they deserve to be circumvented.

Those charging good taxes will make money as we are intrinsically lazy and getting all 10-20km3 of goods in one go is much easier than say 1-2k at once from a drop-ship cycle..
