If a high sec pos was to be installed for alliance research use, would we be able to charge people who are in alliance but in a different corp to use the slots?

What if there was requirements? If the pos is setup for alliance they can go in and out as they please correct?

No. In order to take or use anything from the lab/array, the person needs to have the relevant corporation hangar access roles. And you can't give roles to people in another corporation.

Alliance members will be able to do ME/PE research jobs only. In order to do that, their corp will have to have an office in the same system as the POS, they will have to have certain roles in their corp, like rent lab slot, factory manager, etc, the skill scientific networking.

Alliance members will not have the ability to directly access the labs, so they will not be able to perform copying or invention jobs.
