I present to you the notion of 'why bother?'

IE why bother to target subsystems if the ship pops faster than I can damage said subsystem?'

If ever implimented it would be beyond player control on how damage is distributed.

play world of tanks for a bit and you will know the rage of losing a gun or a track, then translate that into eve.

It sounds nice at first, but then whoever gets their subsystem disabled first would loose their ship.
