Topic pretty much explains it, what are the best LVL 4 mission ships nowadays? And why?

Depends heavily on where you are, what you're doing, and how much you're willing to spend on it. We'd need a bit more information to help you, as one ship (Let's say a Nightmare) might not be very good for some tasks (Shooting Angels) while excellent at others (Shooting Sansha).

I can spend anything and I'm running missions for Amarr, so usually vs Sansha or Blood Raiders.
Right now I have a Nightmare.

My recommendation is a ship that can swap DPS it deals.

Machariel/Vargur/CNR/Golem/TFI/Rattlesnake. Other ships that can't change damage types and are thus not optimal against certain rats, but still deserve respectable mention against specific rats: Paladin/Kronos/Nightmare/Vindicator.

If you're in amarr pew pewing Sansha and Blood Raiders, your Nightmare is a great choice. While you may get slightly better results from different ships, I can't see the difference being big enough to justify a different race/weapon system. If you do go with something else, I'd suggest (as previously stated) something that can switch damage types for better utility.

No other ship comes close to the god mode it puts out in L4's.

I'd take the paladin for amarr missions (insane tachyon range, ability to refit to megapulse, easy to fly with 4hs and a t2 rof rig, can tank like a beast, Ewar immune with bastion mode), nightmare is probably in second, has most of the advantages of the paladin. having a Mach, CNR, or maybe a strategic cruiser will be nice for a small handful of missions as some missions it is better to just be fast, or switch damage types (like Angels Extra).

Shuttle, frigate, interceptor for blitzing things like recon.
MWD Mach is good for blitzing, especially dread scarlett.
CNR, Golem for general missioning.
Paladin for Amarr space.

Edit: Vargur is probably good for general missioning, but you will probably need to MJD it constantly.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

projectile ships are not ideal for guristas.. imo and yes I have tried them

1000th time the same question. 1000th time the same answer.

For missions in Amarr space take Tachy Pala with Bastion and dont think Macha or something else will be faster.

I tried both and nothing excels Bastion Pala against BR/Sansha/Drones or Mercs. With all 5 you will apply ~1100 dps at 70km range instantly.
Only downside Tachys fire only every 7secs. So ungroup lasers to avoid to much overkill.

Even with a combination of INMF, Conflag and Scorche in Pulse Lasers damage application is very good. 1250 dps with Conflag at about 31km.

In Minmatar Space i would prefer Vargur over Macha. Vargur much easier to fit with smashing omni tank. Besides most Angel ships orbit low.
So put 3 tractors on Vargurs high and let a flight of salving drones do their work while shooting red crosses.

if you blitz them, Mach / ishtar / tengu / Proteus. The last three reach warp speed of over 6au/s. Mach just kills fast and reaches warp 3.

Blitzing is where the LP is at. Only do the minimum mission objective as fast as you can, only pick decent missions and decline bad ones if your standings buffer allows. Don't waste time on storylines.

SOE Blitz on these should run 200M/h with current exchange rate of Stratios.
