You're probably going to want to have a dedicated ship for both scanning and combat. The stratus I don't think can get enough tank to run nullsec DED sites. As for a scanning Astero, use something like this:

Astero: Relic/Data Scanner

Highs:
Covert Ops Cloaking Device II
Core Probe Launcher II

Mids:
Limited 1mn Microwarpdrive I
Relic Analyzer II
Data Analyzer II
Cargo Scanner II

Lows:
Warp Core Stabilizer II (x3)
Nanofiber Internal Structure II

Rigs:
Small Gravity Capacitor Upgrade I
Small Low Friction Nozzle Joints I (x2)

Drones:
Whatever you'd like.

I wear my goggles at night.

Any spelling/grammatical errors come complimentary with my typing on a phone

If you swap one DDA for DCU you'll get a bit more tank (200, if you are not comfortable with 169).

Opinions are like assholes. Everybody got one and everyone thinks everyone else's stinks.

You should bring mobile depot to refit between the fits, and also a Stratios can't really handle high end DED sites, if you just meant anoms/belt rats and stuff like that, then the Stratios can do it but you really want to switch between fits instead of using an all-in-one fit.
