I think I can see what happened there: Someone never told the guy and he never read, that you can put them inside the shield. It isn't as if CCP provide nice tutorials or help about how to set them up or anything, so I expect this kind of thing is quite common.

Also, a point of order. In your screenshot you have windows all over the place that aren't aligned. This annoys me intensely. Please organise your windows tidily, with everything lined up neatly to the nearest pixel.
